Sen. Tom Daschle says he won't trade oil drilling in the Arctic National Wildlife Refuge for an ethanol subsidy that benefits his state, South Dakota.
'I never will make that trade, and I am confident that the ethanol provision will become law this Congress, either in the energy bill or on its own merit,' the Senate minority leader said in a letter to the Wall Street Journal on Friday.
