    Who would have thought that Quebec's engineers would be the ones to take professional pomposity to new heights? The president of their organization - the Ordre des ingénieurs du Québec - has actually taken the trouble to write a letter to Jean Charest to protest against the premier's persistent use of the term ''re-engineering'' - as in ''re-engineering of government.''
