    Proponents of a new lock system say the old ones were built more than sixty years ago and put farmers who transport grain on the river at a disadvantage in the world market.

    Labor leaders say the $1.4 billion dollar project would create much needed jobs.

    Carpenters Union representative Roger Schoenekase said, ''We are talking about a project that would take 4.8-million man-hours. That's a lot of work for people. And they are good jobs.''
