Five lock chambers along the Upper Mississippi and two chambers along the Illinois River would be expanded to 1,200 feet, up from the current 600-foot locks. This would speed barge and other river traffic. Part of the funds would come from user fees collected through the Inland Waterway Trust Fund.
The Mississippi locks are located at Canton, Mo., Quincy, Ill., Saverton, Mo., Clarksville, Mo., and Winfield, Mo. The Illinois River locks are located at LaGrange, Ill., and Peoria, Ill.
Roger Schoenekase of Quincy has been a supporter of lock upgrades. As a business representative for the carpenters and joiners union he has seen the lock upgrades as one of the largest peace-time construction projects in U.S. history. Dale Roth of the United Brotherhood of Carpenters said 107,000 jobs could be created.
