It sure is.
But apparently it isn't the Building Trades' dream. Response from the unions has been 'tepid, at best,' Nevels said.
My experience is that the membership of Philadelphia's construction unions (with a few exceptions) is almost all white and almost all male - and mostly lives in the burbs.
In contrast, the students who attend Philly's public schools are mostly minority and mostly poor.
