Four other ironworkers escaped death during the collapse by just minutes, Cairo said.

Two were asked to return to the ground from lift baskets to move their pickup trucks; the two others came down to get water from their vehicles, Cairo said.

"It is fortuitous there was only one fatality and not five," he said.

Three witnesses at the accident said the girders bowed outward, then fell on Lopez "like a deck of cards," Cairo said.
