    Bush signs law changing postal operations - Barre Montpelier Times Argus, VT
    William H. Young, president of the National Association of Letter Carriers, said it preserves union bargaining rights and helps the post office financially.

    But one part - requiring a three-day wait before a worker can apply for compensation for on-the-job injuries - 'really sticks in my craw' and is 'insulting,' Young said.
