    AFL-CIO, a troubled force, assembles in Florida One issue that could provoke controversy is the potential war with Iraq. Many union leaders have spoken out against going to war. Labor leaders have also criticized the White House for reducing union protections enjoyed by government workers in the name of homeland security.
