The past 21 years have seen four distinct rounds of U.S. trade action against Canadian lumber, tirelessly promoted by a Washington lobby called the Coalition for Fair Lumber Imports, which says Canadian sawmills buy their wood too cheaply in a country where most forest land is publicly owned. In the United States, more than two-thirds is private.
