    Hurtig: Cellucci 'grossly undiplomatic' "Mr. Cellucci, let's be clear," he said. "Canadians do not approve of your bad manners, your grossly undiplomatic behaviour, your lecturing us about defence spending, your warnings about the possible linkage of our opposition to war with your trade policies.''

    If Canada were to link its trade policy to the U.S. stance on the war, he cautioned, "Canadians may want to consider imposing a 27 per cent tariff on our exports of oil, natural gas and electricity."

    He was referring to a year-old 27.2 per cent U.S. duty on Canadian softwood lumber exports.
