Hutchison Whampoa Ltd. scrapped a plan to buy Global Crossing Ltd The decision by Hutchison, owned by Hong Kong billionaire Li Ka-shing, reflects the depth of U.S. concern that China would exert influence over the company's management of Global Crossing's fiber-optic network, analysts said. A panel this week escalated a probe of the transaction, giving President George W. Bush final say over whether to allow the sale.
