    Softwood-B.C.-Quebec, De Jong said he did expect a WTO ruling favourable to Canada but emphasized that wouldn't end the dispute.

    "The U.S. capacity to ignore or delay implementing the directions it receives from the WTO has in the past been virtually limitless," he said.
