Union's banners with 'Shame on' are ruled illegal Last fall, the Associated General Contractors in San Diego persuaded the NLRB to file an unfair labor practice charge against carpenters union Local 1506 of Los Angeles, contending that the bannering was a secondary boycott.
In the decision yesterday, the NLRB administrative law judge ruled in favor of the contractors.
The decision overturns at least a decade of previous NLRB policy that accepted the banners as an expression of free speech.
