WTO Rules That U.S. Steel Duties Illegal
The WTO panel said the United States failed to prove that its domestic steel industry had been harmed by a flood of cheap imports - a precondition for safeguard duties. It also said the United States acted illegally by excluding imports from countries with which it has free trade agreements - Canada, Mexico, Israel and Jordan.

(Reuters) - U.S. steel-state lawmakers and other members of Congress criticized the World Trade Organization Friday for ruling against emergency steel tariffs imposed by the Bush administration last year.

(AP) — The chairman of the Congressional Steel Caucus accused the World Trade Organization on Friday of "Yankee-bashing" for ruling that the Bush administration's tariffs on steel imports are illegal.
W.Va. steelmakers, supporters furious over WTO tariff ruling
"The WTO cannot force the U.S. to terminate the tariff program, and we do not expect the administration will do so,'' said John Walker, chief executive officer of West Virginia's Weirton Steel Corp. "The WTO has never ruled in favor of the U.S., and we don't expect they ever will.''
