    Philadelphia: Authority tears down wage rule By EARNI YOUNG
    "The RDA change makes it possible for private developers to negotiate more flexible work rules and lower wage scales with the trade unions, said RDA board chairman John Dougherty. Dougherty also is business manager for Local 98 of the International Brotherhood of Electrical Workers.

    Yet, Dougherty said he fully supports the board's decision. 'It will make Philadelphia more competitive place to do development,' Dougherty said. 'This will be received overwhelmingly by not only by neighborhood groups, but by big-time developers.'

    The new policy is unlikely to win the same support from the rank-and-file of the largely white trade unions, however."
