Monroe County sheriff’s detectives were called to the scene by the general contractor and initially believed the incident was "malicious" - the work of vandals.
Days earlier, the site had been picketed by the Michigan Regional Council of Carpenters, who were protesting J.L. Judge’s hiring of nonunion subcontractors on the taxpayer-funded expansion project.
The picket line since has been removed, Charlie Jackson, the carpenter council’s business agent, said. But he said that while his members walked the picket line in front of the library, they observed blatant examples of shoddy workmanship and safety violations.
