The workers, employed by I.H.C. Construction Companies, LLC, were building new treatment tanks to replace the old ones where sewage was treated at the facility, at 201 S. Route 83 in the west suburb, Villa Park Fire Chief Robert Wilson said.
The workers climbed about three-fifths of the way up the rebar framework for the 50-foot tanks at about 6:30 a.m., he said. They then hooked themselves to a framework of the rebar, used to support the concrete, with their safety belts so that they would not fall, Wilson said.
'They were scaling the inside of the wall and it collapsed on them,' said Fred Dale of the Salt Creek Sanitary District. 'A bunch of fellas who were already here [at the site] ran down there and cut the rebar in two spots and were then able to lift the rebar off of them.'
As they tried to install more rebar, the 2 by 4 planks that were being used to hold up the existing rebar collapsed and the rebar framework fell in one piece with the workers attached to it, Wilson said.
The workers fell about 30 feet and landed on the concrete below with the framework of rebar on top of them, Wilson said.
