Plumbers’ union President Martin J. Maddaloni earlier this year side-stepped a government lawsuit alleging a breach of fiduciary duty as a trustee of the Plumbers and Pipefitters National Pension Fund. But new allegations about the union’s financial health are roiling, fueled in part by his predecessor and by a former challenger.
