    A six-month, $50,000 per day incentive clause is being added to the contract to reward and encourage the contractor to save time, says Bart Ney, Caltrans spokesman. The Buy America requirement on steel suppliers was dropped for this round of bidding, a move Caltrans estimates could save $400 million.
