    We could have new jobs starting right now, but they can't start because of the weather,' said George Kikes, union representative for the Plumbers and Steam Fitters Union Local 342, based in Concord. He said projects typically start with the laying of pipes, so delays will have ripple effects on entire projects. That could lead to overtime charges and other increases in costs.
