Councillors need to nail down voting process - By Andrew Dreschel, The Hamilton Spectator, Ont., Canada
It's a classic city hall foul-up. Part comedy of errors, part smoke and mirrors.

And it just keeps getting worse.

How much worse? Put it this way, there's a dog howling somewhere in the distance right now and it's calling out Councillor Bill Kelly's name.

Let's take it from the top.

It all began when city hall bureaucrats somehow missed challenging a union drive that's given Local 18 of the United Brotherhood of Carpenters a monopoly on all carpentry work for the city, an oversight staff says could cost taxpayers up to $10 million a year.
