Roger Clyde, business manager for the International Brotherhood of Electrical Workers Local Union 398, said the rally is being held in the name of all utility workers.
"They have a legal right to be doing their job," he said Monday, adding that workers must "have access to these areas without the additional threat of customers thinking they are trespassing, when they are not."
Scarborough, R-Charleston, was arrested after his gun discharged into the ground as he was walking away from the two SCE&G workers. Scarborough said the gun went off accidentally.
