Strike shuts down major construction - By ANDREA JAMES, Seattle Post Intelligencer
When a strike begins among one group of workers, construction managers often place a second set of gates on the projects that allow other employees to enter the work site.
Then, when the union pickets the primary entrance, other union employees can still do work and not cross the picket line, Ivanoff said.
He said so many trades likely honored the strike because a holiday weekend is coming up.
