Deal with it: Security is the No. 1 U.S. concern A key issue for Canada in launching free trade negotiations with the United States was to exempt Canada from the application of U.S. anti-dumping, countervail duty and other trade remedy laws used to harass Canadian exporters. Despite the high priority attached by former prime minister Brian Mulroney to this goal, Canada failed to achieve it.
"We settled for less, and the impact of U.S. countervailing duties and anti-dumping measures haunt us in softwood lumber and elsewhere."
