John Ragosta, a lawyer for the U.S. coalition, said he was surprised by Mr. Pettigrew's rejection of the market-share deal, especially since no final numbers on the level of the export tax had been negotiated.
"Of course, it is up to Canada as to whether they want to negotiate," he said "If they would prefer to litigate -- and pay the legal fees -- that can occur as well."
