    U.S. won't lift lumber duty yet "The proposal isn't going to go to zero in terms of having tax-free exports," Aldonas said in a conference call from Moscow, where he was on unrelated U.S. trade business.

    The American industry goal is to cut Canadian lumber shipments by 10 per cent.

    Canada's proposal included duty-free exports for 90 per cent of lumber going to the United States. Ten per cent would be subject to progressively higher rates collected by Ottawa.

    ''There's a lot to like about the Canadian proposal,'' said Aldonas. ''But there should be some carrying costs on all exported lumber.''
