NAFTA panel orders U.S. to review duties on Canadian softwood OTTAWA (CP) -- Canada claimed partial victory Wednesday after a NAFTA panel issued a mixed ruling ordering the U.S. to review countervailing duties on Canadian softwood imports.
But the decision does little for beleaguered Canadian lumber companies and workers hard hit by the 19 per cent duties imposed by the U.S.
