There is a consensus that ACILS' work under President John Sweeney has been considerably better than foreign operations carried out under previous AFL-CIO presidents George Meany and Lane Kirkland. But the continuing lack of transparency, accountability and even simple reporting to AFL-CIO members about ACILS has generated concerns among activists about what the organization actually does in the many countries in which it operates.
