Illegal waste disposal, often of toxic materials, has become a big business in southern Italy, with estimates that 11 million tonnes of garbage disappear each year.
Trade in illegal waste was up 10 percent last year, the group said, and has been grabbing headlines recently after a garbage crisis blamed on the Mafia forced schools near Naples to close and sparked massive protests.
The Mafia also has a stranglehold on cement and construction businesses in parts of southern Italy and is behind much of the illegal construction of buildings in parks, archaeological sites, beaches and other protected areas.
Legambiente said 40,000 new illegal buildings went up in 2003, covering 5.4 million square metres in cement.
