Ottawa and the Canadian industry hailed the U.S. decision, which comes after a string of Canadian legal victories, as a key concession that could smooth the way for a settlement, although U.S. lumber interests could continue to make the dispute a protracted one.
However, if the lower rates stand, it would be a boon to Canada's lumber industry, which has held up surprisingly well because of high lumber prices and a red-hot U.S. housing market.
