Rocky Mount city workers can picket City Hall, they can print T-shirts with N.C. Public Service Workers Union-UE Local 150 on them and they can call for talks with city management.
But they cannot expect city government to recognize it as a union.
A 1959 North Carolina law prohibits collective bargaining by state and municipal government employees, said John Hoomani, deputy general counsel for the N.C. Department of Labor.
'The reason you can become a member of a union is because the 1st and 14th amendments to the Constitution means protection for freedom of association, but it doesn't mean you can collectively bargain,' he said.
