Charges filed by the Mendocino County District Attorney's office against Pacific Coast Steel may come to a settlement sometime this month. The charges stem from the February 2003 death of 38-year-old Julio Quintero, of Fairfield. Quintero was fatally injured when the rebar section of the partially constructed column collapsed, falling on the construction deck below.
According to Deputy District Attorney, the company has been charged with a violation of Labor Code Section 6425, which says that any employer that willfully violates safety or health standards, causing the death of an employee is guilty of a public offense.
The California division of Occupational Safety and Health (CAL-OSHA) investigated what they deemed a serious level violation, later concluding that the collapse was the result of the removal of a supporting guy wire by the foreman directing the work. The Foreman, Rex Kamoss was injured when the column fell.
