Munoz was one of 40 Mexicans who came to Canada to pick worms for National Bait Inc. under a federal pilot program that enables employers to hire low-skill workers from other countries. The program doesn't allow regulators to 'intervene' with the employer/employee relationship.
Sent to a farm in Guelph, Munoz was supposed to work six months, but along with two co-workers quit after one, claiming mistreatment at the hands of Mississauga-based National Bait, claims the company has denied.
Promised $120 a day by recruiters. the workers said they only made $300 or $400 for two weeks, their earnings eaten away by deductions they say they weren't told about.
Told by their employer to go back to Mexico, the three women instead sought protection and a voice with the United Food and Commercial Workers Union.
