Victorian Employers Chamber of Commerce and Industry workplace spokesman David Gregory said up to 250,000 Victorians would be at work today.
Mr Gregory said this mainly involved the hospitality, health, emergency services and transport sectors.
'But the irony is that Christmas Day is actually not a public holiday because the State Government has substituted holidays for weekdays this year,' he said.
