Welding experts said the testing procedures being used should clear up whether the bridge is structurally sound, because faulty work can't be hidden when portions are cut into 6-inch cross-sections.
As the federal highway review continues, so does the FBI's investigation into claims that some welders were forced to conceal shoddy work to speed up construction.
The criminal inquiry began in February when welders called a tip line to complain about working conditions. An FBI spokesperson said the agency could not comment on the investigation or when it might conclude.
Welding work resumed last week, although an FBI order to not pour concrete into four foundations is still in effect. It is estimated it will take two weeks for the contractor to make up lost welding time -- delays estimated to cost $80,000 a day.
