Where neither union has representation rights, the two unions may still vie for the same workers, subject to a legally binding dispute-resolution procedure.
'This is not going to stop some sort of healthy competition,' said SEIU spokeswoman TJ Michels.
In one such instance, AFSCME is seeking to organize some 14,000 city workers in Houston, which SEIU has also sought.
Besides the SEIU, the Change to Win Coalition includes the teamsters and food and commercial workers unions, which left the AFL-CIO in July; UNITE-HERE, which represents hotel, restaurant, garment and laundry workers and left the AFL-CIO last week; and the carpenters union, which left the AFL-CIO in 2001.
