    Unions and Open Shop, Each In Vegas, Plan Market Pushes - ENR
    O’Sullivan says the union now is trying new approaches. “We never had strategic researchers and organizers before,” he says. “We have to be realistic about what we can get, keep employers competitive and our members employed. We have a decentralized approach, across eight regions, each with its own funds.”
