ELDI, CORE, the URA and private developers and contractors are creating a mini-hiring hall in Penn Circle to funnel residents to contractors.
Some labor leaders say there's a better way to apply Section 3: by steering local workers to unions, as the Pittsburgh Housing Authority has done in its Bedford Hills project, in the Hill District.
'We got three or four good people from right up on Webster Avenue,' said Harold McDonald, a Carpenters Council representative. 'We put them in our apprenticeship program.'
Joining the union turns a one-time job into a career, he said.
