    Racial sparks fly in trade union debate - By Scott Reeder, Quad-Cities Online, IL
    SPRINGFIELD -- Rep. Lisa Dugan was the first female union electrician in Kankakee County, but it wasn't electrical sparks she saw flying last week; they were political ones.

    In one of the most raucous House debates in recent memory, fellow Democrat Rep. Monique Davis of Chicago castigated Dugan over perceived racial discrimination in trade unions.

    'They don't like black people; that's why there aren't more in those unions,' Rep. Davis said. 'We are every bit as intelligent and capable as anyone else.'

    Well-paying blue-collar jobs such as plumbers, carpenters and electricians historically have been dominated by white males. Rep. Davis said while Hispanics and women have made significant strides in those trades, blacks remain underrepresented.

    She is often bragging about her own union career but denies that there is anything wrong about the exclusion of blacks from the Kankakee trade unions.
