Labour-law changes 'unprecedented,' lawyer says "This legislation is unprecedented in Canada," Arvay said of Bill 29, the Health and Social Services Delivery Improvement Act, which shocked public-sector workers and touched off a series of labour protests, the likes of which had not been held in B.C. since the mid-1980s. The bill gutted negotiated contracts, wiped out no-contracting-out provisions, severance-pay minimums, seniority and successorship rights.
