Labor leaders call on companies to hire more locals Ithaca Journal, NY
While no laws exist to prevent private sector employers from contracting with whom they wish, county leaders have begun to discuss the possibility of changing policies to try and ensure that construction jobs use local workers.
"We are getting our share of work," said Brian Noteboom, a representative from the Empire State Regional Council of Carpenters Local 281. "But it is troubling because we do see workers from Syracuse and Rochester and other places coming in and getting jobs. Everyone wants a piece of Ithaca because it is booming."

In a six-day operation last week, authorities issued 80 tickets against contractors for violations ranging from failure to pay sales tax and unemployment insurance to failure to have a license, Levy told a news conference.
