'These weren't rookies. These guys knew what they were doing,' Hall said of the workers.
'We have to find out -- why did it collapse?' he said.
Hall said the four workers were assembling the support structure, which he estimated to be about 50 feet tall, when it toppled over about 10 a.m. Two of the men were harnessed near the top of the structure and a third worker was next to it on a platform at lake level, he said. The worker who was killed was pinned between the core of the pillar and the heavy reinforcing bars.
'I think that was almost instantly,' Hall said of the worker's death.
The two workers harnessed near the top were left hanging upside down in their safety harnesses, Hall said.
'When it toppled over, they went with it,' he said. 'If they didn't have the body harnesses on, they would have fallen off.'
