In the last five months, investigators with the Florida Department of Business and Professional Regulation have visited more than 1,400 homes in Volusia and Flagler counties -- and caught nearly 60 unlicensed roofers.
If money is returned to the homeowner, the roofers receive a $500 citation. If they don't, they get arrested and charged with a third-degree felony -- a penalty much stiffer than the typical misdemeanor because the area is under a state of emergency, said David McDowell, regional program administrator based in Jacksonville.
