WTO creates panels to rule on U.S. compliance in lumber dispute with Canada CBC News Washington waived its right to oppose Ottawa's request for a panel. Canada has already agreed with the United States to hold off applying penalties - if it wins the right to impose them - until a ruling by a separate WTO panel.
That second panel, also created Friday, will examine whether Washington has complied with an earlier ruling that said some U.S. duties on Canadian lumber were illegal under international trade rules. It will issue its decision within three months.
