    Units could split from state workers' union
    Smith said wanting to decertify over agency fees is like wanting to destroy a house because of dissatisfaction with one room. 'To tear down that protection because they're so angry about the agency fee is reckless and destructive,' he said.

    Clark said she sees irony in the antiunion organizing effort. 'They'll come together to shut the union down, but they won't come together to rally for health-care benefits,'she said. 'It just doesn't make any sense to me.' "
