    Union alleges tax, benefits fraud - Portsmouth Herald News, NH
    John Jackson, business manager for Carpenter’s Local No. 1996, in Raymond, said the workers are being classified as "independent contractors" so the contractor, ProCon Construction, of Hooksett, and sub-contractors avoid paying worker’s compensation, unemployment and other taxes.
