Skills shortages hit homes target By Philip Aldrick, Telegraph.co.uk, UK
A survey by the Royal Institute of Chartered Surveyors shows that average pay for construction workers for the year to April 2003 rose 4.3pc to £25,336, against a national increase of 2.4pc. There are now 2m construction workers compared with a peak of 2.34m in 1989.

At its results in April, the housebuilder Westbury claimed the problem is getting worse. Labour costs had risen 5pc, prompting its finance director, John Bennett, to note that "carpenters, plumbers and bricklayers are on about £50,000 a year now".

Amid soaring wages, the Government has turned to prefabrication as a reliable way to meet the country's housing needs.
